Hard and fast rules are needed. I agree that sometimes "the little guy" comes in and maybe isn't really going to do much to harm the business of an existing paying vendor, but at what point does one draw the line in the sand?
Yung, this sand box belongs to ya'll now. Make the rules and tell us what they are so we can moderate it accordingly. Not knowing what users can or cannot/ should or shouldn't do on the forum with regards to advertising has been an issue for some time and we've all previously eluded to the fact that someone from "on high" needed to chime in so we know exactly where the line gets drawn.
