Significance of Copper washer on stator cover

Hey I'm having problems with my bike not starting and i'm wondering what the significance of the copper washer is on one of the alternator cover bolts.

My bike won't fire up and the battery is fine but I noticed that I may have forgot to put the copper washer on the bolt but I'm at home and my bike is at my work so I'm just trying to think of reasons why it wouldn't fire up.

It's to seal the bolt hole. It would have nothing to do with starting.

is there supposed to be oil in the stator? i pulled my cover and oil came out..... i was under the impression that it was going to be dry in the stator...

Yes. The oil cools the stator.
