Haven't been in the forum in a while, but mine does this exact thing too. My dealer told me to flush the fluid, so I did. no change. I haven't pursued it much as of late though. Keep us/me posted...

As the cooling system heats up and cools down, the coolant expands and contracts. The idea of the surge tank is to both hold the extra that comes out when hot, and supply extra when the system cools....
