If he's saying to set the redline in TuneECU to 13,250, he isn't relying on the tach. Setting the RL in TuneECU to 13,650 could mean an expensive engine repair.

Typo? I'm fairly certain a 6-cell lead-acid battery tops out at 12.8v.


That's seriously bad design, if true. IMHO. It doesn't take much to draw the battery down to 11 or even 10v while cranking.

You're effectively riding with a cracked throttle when you should be fully closed. This can have unfortunate consequences if the bike accelerates under a closed throttle when you let off the brake.
