clutch re assembly help

Hey guys,

I was putting my clutch back together today and started the bike (daytona)

There was a loud cranking sound and i lost tension in the clutch lever

I opened the clutch back up and the pull rod was stuck and not able to be pulled up or spun

Regarding the clutch plate is the ball bearing thing supposed to be fully in or just sit on top

I also didn't fill enough new oil into into the bike (short 500ml) so that didn't help lol..
