I could have used a bit more resin when I first did the carbon, but it was my fist time working with the stuff and mistakes were made, but thats all part of the learning process.

It's not too late to fix it. You can sand it and put more resin on top, then sand that and paint it. Or gel coat it, I think that is the normal process for carbon bits.

Not usually, no.

They get the smooth/glossy finish from the molds they use. Carbon/Fiberglass will take on the texture of their molds. If you make a mold that has a mirror finish, you get a mirror finished part. That's why when you make a mold, you spend far more time on the mold than you do on the actual part.

I started to, it was too thin in some areas that I quickly sanded into the carbon while wet sanding with 500 grit. I am okay with it as I tend to change my paint annually anyways.
