Move to Florida. There's no such thing as winter storage, rent's cheap, and our hurricanes hit when the temperature is tropical.

all of tennessee does except for memphis !

I'd think out of state plates would give you immunity to those type of issues anyway. They may pull you over because you've got out of state plates, but not for ticky tack issues like that.
