best?

as defined how?

from a purely pragmatic standpoint, there probably haven't been enough SS motors built and raced by like talented people in the same races to tell you which BIKE is fastest.

JD Hord built mine. He got very nice gains over my Tuneboy downloaded arrow tune on a stock motor with Arrow full system. The dyno results are on his website. He's done work for several of us in the midwest.

Bill Himmelsbach at Martin Eurosport is well known and respected in the mid atlantic (philly area). No experience other than watching Mike Himmelsbach go real f'n fast on his.

There are plenty of others, i'm sure.

I mean who can get the most peak horsepower, without making it a grenade. Not worried about alot of torque, got that and the handling covered. Just need some legs up top for road atlanta.

I would saw Team S-Works probably built the best 675 motor in the US for their 08 FX bike. No limitations on engine mods, so I'm sure they did all that was possible. Not sure if the owner is still managing an active team this year, clearly not a Daytona Superbike one.

Second would be the WSS team, but they're not going give any tips on what they're doing.

Looks like right now the builder must be hooked up with Augusta Triumph/Ducati and Crozier Motorsports. Two wins at the AMA level would indicate they're doing something very right.
